This unnamed woman is known as the mysterious Great Leader of Feste (フェステ首領 Fesute Shuryō), who guides Momoka Sagara on her mission to capture Mamori Tokonome, the progenitor of the Valkyrie Effect. While first appearing at the end of episode 8, she is the overarching antagonist throughout the series.
