This is a model of Admiral Hayes, the Port Admiral of Prime Base as depicted in the 1984 anime Galactic Patrol Lensman. This was an early animated work from the still excellent Madhouse Inc (Paranoia Agent, Deathnote, Frieren, etc...).

The series was based on E.E. Smith's Lensman series that dates back to the 1930s. Admiral Haynes is introduced in the third book titled "Galactic Patrol". Described as a hardened old space hound with a deep soothing voice. Haynes mentors Kimball Kinnison early in the series. He is part of the senior leadership during the peak of the Boskonian war, facilitating the transition from traditional combat to advanced Lensman-driven strategies.
