Age, one is a short woman with large breasts (and generally wide hips) the other is a little girl with breasts unbecoming of her age (not necessarily particularly large, A-B cups on a girl 10 years or younger qualifies)

I dunno mate, I've seen lolis where the boobs drag on the ground, but I do think the 'apparent' age means something. I think oppai lolis might also be shortstacks, but not necessarily the other way around. For instance, Uzaki-chan, 20, college student, shortstack. While Yaia from granblue fantasy, 6 years old, G+ cups (only cuz of her race) would absolutely be an oppai-loli.
