Here is the Phoebe Locon/Lycoris from Phoebe one of the Top 4 League in the 3rd Gen. Collecting the dataset was a pain in the butt but now you can enjoy her to the fullest.

Activation Token is Phoebe you can look at the metadata if you need some guidance but her outfit is not very complex so it shouldnt be a big deal
