It's only the style, it's not able to generate perfectly any of the characters from the series, but almost.
In Forge or Automatic1111 place the file in your models/lora folder and add <lora:HeyArnold_style_Anima_mix5:0.75> HeyArnoldStyle, retro style, to your prompt.

I know little about Cuphead and I don't have access to episodes, sorry, but I'm pretty sure I saw a LoRA for that style.

If you want a LoRA for Anima you should ask them because their dataset is already built so it'll be quite easy to train it for another model. See building the dataset is by far the most long and annoying part of the job.
