Cerebra, whose real name is Shakti Haddad, is a mutant character from Marvel Comics' X-Men 2099 series, set in the futuristic Earth-928 timeline. She first appeared in X-Men 2099 #1 in October 1993, created by writer John Francis Moore and artist Ron Lim. As the daughter of Zail Haddad, a ruthless businessman involved in the illicit Red Market trade of organ harvesting and gene-splicing, Shakti initially worked for the Stark/Fujikawa Corporation before being recruited by Xi'an Chi Xan to help form a new team of X-Men dedicated to protecting mutants in a dystopian 2099 world dominated by corporate oppression and anti-mutant sentiment.

Possessing neuropath abilities, Cerebra can psionically detect, read, and manipulate the nervous systems of others, allowing her to locate mutants by their unique bio-signatures—earning her codename as a playful reference to the classic Cerebro device—and control bodies or activate latent powers against a target's will. She played a pivotal role as a founding member of the X-Men 2099, using her powers to recruit key team members such as Krystalin, Metalhead, and Meanstreak. When Xi'an was injured or absent, Shakti often assumed leadership, guiding the team through conflicts with corporate forces like the Synge Corporation and internal threats, demonstrating her strategic intellect and commitment to mutant survival.

Later in the series, Cerebra founded X-Nation 2099, a sanctuary and training group for young orphaned mutants, reflecting her growing focus on nurturing the next generation amid escalating global catastrophes, including massive floods that forced the team's relocation to the Savage Land. Her character embodies a blend of psychic prowess, moral resolve, and leadership in a cyberpunk-inspired future, with occasional crossovers into the main Marvel continuity, such as a notable appearance in modern-era stories involving Krakoa and the Marauders.
