Which folder should it be placed in? Placing it in both Lora and Embedding folders will display Couldn't find TOT is helpless.

For A1111, anything marked 'Lora' on Civitai goes in the ".../stable-diffusion-webui\models\Lora" folder.
Then you need to refresh the dropdown to see the lora in the Lora list, and for other parts of the interface, you may need to reload the browser. But using <lora:mecha_offset:1.0> in the prompt should work right away without reloading.
