pardon the necro:
A1111 categorizes Loras in SD1, SD2 and SDXL. It will only load the extra-networks depending on the type of checkpoint it is started with.
If you switch to a different type of category of checkpoint (say from SDXL to a SD1.5) you need to reload the extra-networks for them to show up.
