Should I make Loras for outfits?

I was thinking on making some outfit Loras with as many outfits as I have. This is a question if any interest is in it but also me asking some questions. What is the best way to make outfits for Loras, do I use one character or several, does the scenes need to change as well? And most importantly how should I tag for the outfits?
